CONGRESS | 15TH DISTRICT | ANALYSIS | Rep. Eric Swalwell is for extending unemployment insurance, which is nice. But, why didn’t he righteously stand for over 1.3 million out-of-work Americans the first time around when he voted for a short-term budget proposal that noticeably did not include renewed funding for unemployment benefits?
This week, Swalwell said without a hint of pretense, he is now a major defender of restoring these benefits. “I came to Congress to fight for families like these–who worked hard, played by the rules, and lost their jobs through no fault of their own,” he said. Swalwell then plumbed a prime quote in a column last week by the Washington Post‘s Dana Milbank, who triumphantly portrayed him saying,“I ask unanimous consent to bring up H.R. 3824 to end the Republicans’ refusal to extend unemployment benefits that affect 355,000.”
All this common man bluster, however, is designed to deceive voters in the 15th Congressional District, make them believe Swalwell is in their corner, when in fact, he’s merely taking all sides of an issue. Swalwell now says “Extending unemployment benefits is the right thing to do and makes economic sense. Failure to extend emergency unemployment insurance will cost the economy 240,000 jobs this year.” Conversely, when fellow East Bay Rep. Barbara Lee was confronted with the House budget compromise, she voted no and called leaving unemployment benefits on the table “morally wrong” and “economically stupid.”
In addition, Swalwell’s latest publicity push now features 20 other House Democrats who also support extending unemployment insurance. However, in December, the group Swalwell professes to lead, a bipartisan group of freshman representatives called the United Solutions Caucus, sidestepped the issue. Are we to gather a moderate Swalwell who reaches across the aisle to solve problems, including whether an out-of-work American will eat tonight, actually means turning his back on the least fortunate and siding with Republicans? Whether Swalwell is a “flip-flopper,” a politician without a moral compass, a casualty of the House Democratic leadership or a victim of his own naivete, he has played this game of obfuscation before.
Last February, Swalwell voted for the Cyber Intelligence Sharing and Protection Act (CISPA), which allows the government access to your personal Web histories. (Read “Swalwell’s Finger to the Wind Relationship with Private Rights”) You may recall, some of the biggest Internet sites went dark for a day in protest of the bill. However, in May, Edward Snowden pulled back the veil on the National Security Agency’s prying eyes and the issue of privacy became the story of the year. In July, an amendment tucked inside a defense appropriation bill contained a prohibition on the NSA’s policy of collecting wholesale cell phone records of innocent Americans. Swalwell, of course, was now all for the amendment and took to social media to express his strong support for privacy rights.
On both occasions, Swalwell was offered a fortuitous mulligan to retake shots that swung wildly to right. However, if you listen to how the local corporate media tells it, the past votes never happened. There is nothing to see here. The young congressman shows up for public meetings and uses Skype to speak to City Councils, they repeat like a drumbeat. According to them, Swalwell never voted against unemployment insurance and he never voted for government intrusion in your private lives.

People forget that there has to be some sort of compromise. I do not support unemployment benefits being reduced or taken away. But remember PEOPLE THAT THERE NEEDS TO BE COMPROMISE. AS FAR AS I KNOW THE NEW FRESHMAN CLASS ACTUALLY DID WHAT THEY WERE VOTED FOR. BUT ITS OK I KNOW MOST PEOPLE JUST TALK ABOUT POLITICS WHILE NOT HAVING ANY IDEA OF WHAT THEY ARE TALKING ABOUT.
ALSO WHY IS SENATOR CORBETT EVEN RUNNING FOR CONGRESS, SHE WOULD HAVE A BETTER CHANCE IN RUNNING FOR A STATE WIDE POSITION.

I don't hate anybody. However, I hate our overpaid corporate political scribes turn their head away from Swalwell. It's institutional. So if you detect an unfairness is the coverage in relation to other nearby members of Congress, then maybe its because I'm attempting to create an equilibrium in the coverage of Swalwell. Because what they write is not what I've seen from the first time I saw Swalwell in person to now. His disrespect to me and reporters who have worked for me is odd since he needs Hayward to win and the East Bay Citizen is Hayward's de facto newspaper of record and the site Alameda County Democratic Party officials rely on for their news..

Another good article. I hope every one reads Swalwell's finger to the wind relationship with private rights. It should scare conservatives, moderates and progressives all. In reality Eric is giving the middle finger to all of us. I didn't think it was possible for one person to mess up so much in one term. Vote Ellen Corbett in 2014.

I'm not sure what you mean by 'analysis.' Again, it all goes back to point of view, which is subjective by definition.
There are those who don't like him for this, that, and the other–whatever those might be. I have been impressed with this outsider–ran against the establishment–who has represented me and our district very well.
At the end of the day, it always come down to one's love-hate for either the candidate or his/her possible opponent[s].

No, I get. He's lowering the bar for expectations. My readers, however, don't come here for simple analysis like Eric Swalwell is doing a good job because he shows up. In fact, that's a talking point along with the tally of miles he's flown from here to Washington. A freshman from West Virginia can also show up for work just as well as Swalwell and not be able to trumpet excessive airlines miles simply because of the proximity to his state as opposed to California.

Again, Steve, you just don't get it. The man IS doing his job. He's fulfilling the duties of an elected member of congress. He is present and performing. You are referring to an absence of pet projects. There is no stipulation in the Constitution that a member of congress do these. In fact, some would refer to them as pork.
The last time I checked taking votes, having debate on the floor of the House, creating and offering legislation, responding to constituent needs and concerns, giving speeches, attending community functions, and much, much more ARE the job of a congress person. Since Mr. Swalwell continually does all of these, it shows that you have no grasp of the duties and responsibilities as outlined in the Constitution.
Further, when I referred to him 'being in the district each weekend,' I wasn't comparing him to his predecessor. No such comparison is necessary. Simply making the declarative point that the man comes back to the district, again, and again, and again. On that there is no doubt or debate, even from his detractors.
To use your analogy, I, and many, many others throughout the district, believe he is already 'scoring' very well. One might even say batting 1000. In fact, I just did.

Furthermore…I look forward to see the Congressman pander the 100 Club Members at the annual dinner Feb 5, hopefully not showing up late like last time. Or giving the same speech about handing out gym towels.

The idea (talking point) that Swalwell shows up in the district is based on a totally false argument that the other guy was absent. Stark was here all the time. I saw it with my own eyes. In fact, you want me to be easy on the guy. I don't hand out trophies for just being on the team, you have to score a few goals once in awhile.

He's about doing his job. He attends hearings, votes, committees, and is ALWAYS in his district each weekend. Hell of a lot more than many other members of congress.
As for 'East Bay values,' tread very lightly here, Steve. I've lived in Alameda County for more than 40 years. I'm a registered Democrat. But both of those points are irrelevant.
People, and their values, points of view, beliefs, desires, dreams, etc., come in all different shapes and sizes. You're too smart not to know this. Bottom line: even within a singular party such as the Democrats, there are different spectrums of 'values.'
A sage would recognize that Congressman Swalwell is somewhat like his predecessor and also like himself. In short, he's his own man. And that is exactly as it should be.

When it comes to reading this site and Swalwell, you must remember the title is EAST BAY Citizen, not U.S. Citizen. My job is to report on the Swalwell and Lee as it pertains to the values of the East Bay. Swalwell is a freshman and there are larger Beltway factors in his vote, but leaving the least advantage's terms on the table is not an East Bay value. He gave it short shrift and then became a big supporter. Frankly, Eric Swalwell creates more work for me than every other local politician combined. He's all over the place and totally unpredictable. I'm looking for a rosetta stone in this guy's political heart and I'm not finding one. Sadly, my default setting is simply to believe his real goal in public service is fame. That's a big thing coming from me because I believe even the most corrupt politicians at the core are in public service to help people. Swalwell? I have no idea what he's about.

Just to show the spin – an article could be written on the budget vote stating the Barbara Lee voted exactly like Republicans Tom McClintock, Dana Rohrabacher, and South Carolina's Mark Sanford, the former governor who went AWOL for the South American mistress. So – it does a disservice to your readers to not give the whole story.

This article is about fair and balanced as Fox News. Republicans were threatening another budget impasse if the Democrats insisted on keeping the federal extensions for the unemployed (beyond six months). The Democrats thought and did introduce a separate bill solely for the unemployment extension in order to shame the Republicans for voting NO on these benefits. Most Bay Area Dems including Pelosi, Speier, Huffman, Miller, Honda, and McNerney voted exactly like Swalwell – so come on! And you wonder why the Congressman doesn't return your request for an interview. You can only get burned so many times before you ask, why bother? Pick a real issue to hit him on or at least let your readers know the real story.

Even that won't count for much until October.
Ellen will need some juice to knock him out of office.
Perhaps she's hiding her cards, though I can't imagine what it is that would grab the voter's attention.

I'm always receiving his emails and anyone that has to ask us whether we support extending unemployment benefits is undeserving of his office. It is what we voted you in for, start representing your district with some backbone and prove to the people you can lead from the floor and not my inbox. I love Ellen Corbett but I don't like dem on dem fighting. But at this point swalwell is acting like a swing district blue dog.

Thank you Steven for another good article. I hope every one reads Swalwell's finger to the wind relationship with private rights. It should scare conservatives, moderates and progressives all. In reality Eric is giving the middle finger to all of us. I didn't think it was possible for one person to mess up so much in one term. Vote Ellen Corbett in 2014.

I agree Ellen Corbett in 2014. She is a much better politician an has done more for Seniors, children,women, the environment, consumers, working families, teachers, nurses, and on and on.. Swalwell has accomplished next to nothing on the Dublin city council or since he's been in Congress.

The fact is Swalwell does speak out of both sides of his mouth, says one thing to one group and just the opposite to another. He really stands for nothing but taking our hard earned taxpayer money. He is a flip-flopper and a sneaky liar to his constituents. I used to think this flip-flopper was an idiot, but now I think anyone who believes him and votes for him is the idiot.
