In regard to water usage in California, and especially since the pumping of deep well water is becoming a bigger and bigger issue, some years ago I worked in a major Bay area building that got a large percentage of its water by the SECRET use of deep well water pumping.
While that allowed the building to save huge amounts on its water bill, however since the building ownership was politically connected, therefore even if it had been reported I seriously doubt the authorities would have done anything about it.
And in fact if an employee had reported it and then the building ownership had retaliated against the whistleblower employee, most likely the paid off political hacks in judges' robes in that city's court system, and at least most of whom are nothing more than stooges and puppets on a string for Willie Brown, would have a done an “investigation,” an “investigation” which would “proved” there was no retaliation against the whistleblower.
