Swalwell’s Video Stunt Could Violate House Rules

CONGRESS 15 | The six-second Vine video sent out on Twitter Wednesday by Rep. Eric Swalwell may be in violation of House rules for decorum, reports ABC News.

Swalwell sent video of himself voting against a Republican-backed bill some labelled “anti-abortion” either because he was bored or believed he could use the social media service to further advocate for his pet issue of a “mobile congress.” However, there are rules about playing around with your cell phone while doing your job in Congress.

One of those rules of Congress may conflict with the congressman’s filmed veto. House rules prohibit “the use of mobile electronic devices that impair decorum” and states that, “No device may be used for still photography or for audio or video recording.”

However, Swalwell stands by his Vine. “I interpret the rule to say that I can’t use a device that would impair the decorum,” Swalwell said. “I did not see this as impairing the decorum. I think what this did was highlight, for all to see, the democratic process.”

Swalwell probably will not be admonished, said the report, quoting an expert who says representatives frequently take photos on the House floor. “All the same, Swalwell may not press the issue again. ‘I don’t know if there will be another vote ,” he said. “I will make sure that we don’t cross the Vine, so to speak.'”

Of course, whatever admonition he receives will be well worth it. The attention-starved freshman congressman got the attention of a national news source and that was his aim all along.

  2. Agree with the above statement and I'm a senior. Make the rich pay on their full income into Social Security like the rest of us do or did. Shame on Eric! Most seniors will support Ellen in 2014 because of his stupid statement. Ellen has supported seniors during her service to the public. Shows Ellen has more compassion for seniors than the spoiled kid.


  3. We voted for Eric but will never do so again! One of his worst mistakes was saying he supports the chained CPI. This will destroy many Seniors who are struggling to get decent food and to keep their house. Ellen has always supported seniors, and although we are not seniors right now, we will be soon.

  5. 11:27 you sound like a Swalwell staffer. Eric has made mistake after mistake in the few short months he's been in office. He's made more mistakes in 6 months than Ellen has made in her many years of service. My wife and I will be voting for Ellen Corbett because we like many of the things she has done for women and the environment. We didn't vote for Stark but we will vote for Ellen.


  6. Point of fact, Swalwell is a mainstream democrat. Check his voting records, they confirm it.

    I'm not sure why he's lost anyone's vote because of this minor infraction that no one is willing to enforce. Pete Stark repeatedly broke the rules of congress not to mention breaking the rules of common decency, civility, and etiquette, and his supporters lauded him as a no-nonsense rebel. It took 40 years, redistricting, and primary restructuring for him to the loose the votes.

  9. Utterly predictable. When he was a prosecutor, Swallwell would spend hours in court playing fantasy football on his smartphone. In full view of the audience behind him. Utterly childish and disrespectful. No shock that he couldn't put it away in Washington either.
