CONGRESS | 15TH DISTRICT | The 113th Congress is the least productive in American history. Instead of passing meaningful legislation, what exactly are they doing in Washington? Apparently, they are placing football bets with each other in elaborate YouTube videos.

East Bay Rep. Eric Swalwell, a 49ers fan, and North Carolina Republican Rep. Robert Pettinger, a Carolina Panthers fan, could have just announced their playful wager over Sunday’s NFC Divisional playoff matchup in Charlotte, with a short press release. If the Panthers win, Pettinger gets wine from the Livermore Valley. If the 49ers win, Swalwell gets Carolina BBQ. Done.

Forget that.

Instead, the congressmen produced the video below featuring insanely bad acting and a scene between Swalwell and his chief of staff that evokes a bad gay porno.

This is not the first time Swalwell dabbled in poor acting. During his 2012 campaign, Swalwell made a cameo in a short film, watch the trailer here, and then there was this fake debate, below, staged by his campaign featuring a young actor posing as a crabby Pete Stark.

Does Swalwell realize he’s up for re-election this year?
