ALAMEDA | Fifteen minutes after Alameda renters filed a ballot measure Monday afternoon advocating for rent control, three Alameda cops were summoned by officials at City Hall.
A group of about 15 members of the grassroots Alameda Renters Coalition were commiserating outside of the city clerk’s office on the third floor of City Hall when one officer approached its spokesperson, Catherine Pauling. The officer said the department was alerted that a protest was occurring inside of City Hall.
Alameda Mayor Trish Spencer declined to say who called the cops Monday afternoon, but added the same area had been the scene of a previous clash between police and renters. Last November, two renters were arrested during an Alameda City Council meeting and one was bloodied by police.
“The protocol has been not to have people lingering in the hallways during a council meeting,” said Spencer.
Interim City Manager Liz Warmerdam, however, was overheard saying to an Alameda police officer, “Tell them they can talk about it in public comment.”
Spencer then added, “Let them figure it out.”
Warmerdam was the Alameda official, according to city emails, who asked that plainclothes officers monitor renters at a council meeting last Jan. 5. The officer’s identities became known after a renter saw one of them accidentally drop his handcuffs.
Afterward Monday’s filing, Pauling said members of the group were merely talking and celebrating the group’s efforts.
Meanwhile, the city clerk’s office has 15 days to prepare a summary and title for the ballot measure before renters can begin gathering signatures for its inclusion on the November ballot. Pauling says the group is aiming to secure around 9,000 signatures. Roughly 6,400 valid signatures are needed.
On Tuesday night, the Alameda City Council formally approved its own renters’ protections that include a five percent threshold for landlords to raise rents. Any amount above is subject to the city’s Rent Review Advisory Committee. Also included is compensation for moving costs if a tenant is evicted.
But, the renters’ group says the ordinance is nowhere near strong enough for struggling island tenants.
The proposed ballot measure hopes to cap rent increases to 65 percent of increases in the Consumer Price Index, which translates to just under two percent a year, based on recent statistics.

In my above post of 12:15AM, the last few words of the third to last paragraph, and rather than repeating the word ETHICS twice, should have read: ETHICS, INTEGRITY, AND HONESTY.
But of course the sleazeballs, scumbags, parasites, thieves, embezzlers, money launderers, alcoholics, drug addicts, fifth columnists, and blood sucking leeches that make up the overwhelming majority of the so called “legal profession” are such wonderful people, that therefore, and on the other hand, perhaps when describing them the word ETHICS should be used twice.

Let's be clear about what the rent control issue is about…
It's NOT about protecting average people from rent increases.
It's about a bunch of Trotskyists sensing an opportunity to exploit the situation to remake society in their preferred vision, one city, one ballot measure at a time.
All the elements are there – condemning the bourgeoisie landlord class, they hyperbolic, exaggerated language they use when discussing the police, allegations of repression, etc.
Indeed, let's see if voters support their Marxist vision. I doubt it.

On the California State Bar's website, and which lists the names of virtually everyone who has ever had a California law license (I said VIRTUALLY, since the totally corrupt CSB, and which has a secret system of two sets of books, hides the identities of some of the people it has disbarred by classifying them as “CANCELED,” and rather than as disbarred), the only person with the last name of Spencer who has an Alameda address that I could find is a Patricia Spencer, and who according to the CSB's website received an undergraduate degree from the University of California's Berserkeley campus.
So let's assume that the above Patricia Spencer is the person who is presently the mayor of Alameda.
I am extremely confident that anyone who was “educated” at UC Berserkeley is a wonderful and truly educated person and a real and honest to goodness liberal, and therefore absolutely and totally dedicated to upholding everyone's rights, and including the rights to be heard and to protest, and not just a huge phony, scam artist, and sophisticated, fancy talking, and highly educated big windbag that only pretends to believe in free speech, but is actually totally opposed to allowing opponents to having the right to free speech.
NOTE: The “top” five “educational” institutions for producing: one, phonies, parasites, hypocrites, big windbags, and scam artists, and many of whom are also “sophisticated,” fancy talking, and “highly educated” extreme mental retards; and two, also huge numbers of creatures who are opposed their opponents having the right to free speech, are Hastings Law School, Harvard, NYU, Georgetown, and Stanford.
While UC Berserkeley does not make the “top” five in the above categories, however it does easily make the “top” twenty in producing “highly educated” and fancy talking phonies, parasites, and scam artists.
Still furthermore, Trish Spencer, and who is Alameda's mayor, is a former practicing attorney, and in fact a former CALIFORNIA practicing attorney. In other words, she would have had to have been licensed by the totally corrupt CSB. And even before the totally corrupt CSB will issue anyone a law license, it goes through a choreographed charade of pretending to do an extremely long and “extremely thorough” background check so as to “ensure” that no one is granted a law license who does not meet the “very highest standards” of “ethics,” “integrity,” and “ethics.”
So therefore if we want to “know” the “answer” to anything involving Alameda city government, the “best” way to find the answer would be simply to ask mayor Trish Spencer, since she is not only a lawyer, but in fact even a California lawyer.
And as I have said before, “A lawyer wouldn't lie.”

Who authorized the head of public works to keep renters out of the council meeting? Are all city staffers in Alameda deputized to act as police? Does Alameda's workmen's comp insurer know this?

Looks like City staffers may have learned their lesson and are no longer blocking access to City Council meetings. Perhaps they have learned that acting like George Wallace in 21st Century Alameda is a losing proposition.
City staff and the Alameda Police are on the wrong side of history.

The video from Nov. 4th is pretty clear – it shows out-of-control tenant activists trying to push their way into an in-progress city council meeting to disrupt it, and a city staff trying to close the door.
A renter than kicked the staffer's feet out from under him, causing him to fall and break his hip. The renter committed assault on the staffer and caused a serious injury.
Then, the renter resisted arrest for his assault which resulted in his injury, which was basically a nosebleed. Nothing like a broken hip.
It's odd that, for all the righteous screaming from the tenants, for how just their actions were on Nov. 4th, they haven't tried to repeat those tactics.

With few exceptions, the Alameda Police do not live in Alameda. The Police Chief lives in the almost all-white enclave of Danville. Out of town police protecting out of town landlords from the residents of Alameda.

This is the third time since Nov. 4 that the Mayor has put cops at public meetings with renters. There have NO further protests or demonstrations (which are legal, btw) since Nov. 4 but the Mayor keeps sending in the police. That's not security or safety, that's repression and intimidation, pure and simple.

No one was assaulted, injured or arrested on the day the renters filed their ballot initiative. Please don't ignore that that situation took place four months earlier and it was the police who caused the bloodshed.
It seems to me that the mayor and city staff are still traumatized by people actually exercising their rights to political speech and expression. But really, they are just of bunch of poor sports and bad losers.

You mention that one person was “bloodied” while being arrested, but conveniently neglect to note that person has assaulted and injured a city staffer.
It's fine to be an advocate, thgis is America after all, and free speech is what we do & who we are. But don't call yourself a journalist. Journalists don't ignore elephants.

I was at City Hall when this incident (which was not an incident) happened. The article describes it correctly but fails to point that a council meeting was NOT going on at the time, although perhaps some other kind of meeting was. I believe 3 officers were sent up to talk to us and the one in charge was embarrassed because he could see nothing was going on. He did demand to see the papers we had just filed, and we showed him. A complete waste of time and resources. The officer was very polite and handled the situation well, then left.

The incident that supposedly happened according to this article is both impossible and ridiculous – and obviously could not have really happened, and no matter what any reporters said.
In other words, anyone who over the years has listened to the Bay area's head demagogues, er, excuse me, I mean our wonderful politicians, would realize that the Bay area is the world's capital and headquarters for intelligence and sophistication and for commitment to defending and protecting human rights.
So therefore it is obviously impossible that any of our leading and most prominent demagogues and sleazy windbags, er, excuse me, I mean our wonderful politicians, would do anything to restrict free speech and public assembly in our own area, and especially while they are constantly lecturing people in other areas of the world on the proper way to conduct themselves.
