Alameda Councilmember Jim Oddie was found to have violated the City Charter’s provision that prohibits political interference. But the independent investigator’s report released Wednesday evening was, at the same time, inconclusive, recommending the city amend the specific charter section because it is overly broad. The finding overshadowed the fact that most of the allegations made against the City Council by City Manager Jill Keimach lacked evidence, according to the findings.
