Blatant cronyism is rearing its ugly head again in Hayward as school board chooses Reynoso’s replacement

The coup that toppled Dr. Luis Reynoso from the Hayward school board is nearly complete. Using highly questionable legal maneuvers, Reynoso was jettisoned last month from the board after recently winning re-election for a fourth term. During the same election last November, Reynoso also won an open seat on the Chabot-Las Positas Community College Board of Trustees.

Now its time to install his replacement. If a coup of a fairly-elected public servant wasn’t bad enough, the odds-on favorite to win the appointment this week is fueled by blatant cronyism from at least two members of the Hayward City Council.

East Bay political consultant Crystal Araujo is one of 24 applicants to replace Reynoso on the dreadful Hayward school board. She has no more experience in education than any of the rest of the us, but she does have connections.

In recent years, Araujo has worked as a paid consultant for two of Hayward Councilmember Francisco Zermeno’s campaigns – one for mayor, and his re-election last November. Araujo was also a consultant for Hayward Councilmember Sara Lamnin’s campaign. At the same time, Araujo has served as Hayward Assemblymember Bill Quirk’s fundraiser.

It’s a neat cabal set up in Hayward poised to install one of their own on a Hayward school board, at the same time, perpetuating decades of corruption and ineptitude . It’s a place where former Hayward City Manager Jesus Armas benefitted from cronyism and took a seat on the school board. He later had an affair with a fellow school board member and later instructed her how to vote, according to divorce papers provided by the disgruntled ex.

Like Araujo, Armas had strong ties to Zermeno. In addition, Zermeno and Lamnin remained strong supporters of former Hayward superintendent Stan Dobbs even after an investigation detailed an allegaton of sexual assault against an interpreter who worked for the school district, among other alleged acts of misconduct.

The preoccupation by some Hayward councilmembers with the city’s school board is very irregular. Almost every city in Alameda County respects the boundaries between both elected bodies. However, Lamnin has consistently attempted to meddle in the affairs of the school board.

In 2016, Lamnin led a group calling itself CLASS to defeat Reynoso and other Hayward school board incumbents in 2016. She was partially successful, but failed to reel in the big fish – Reynoso. Four years later, Hayward school board president April Oquenda, another Lamnin acolyte did the job, cajoling the board to use outrageously inadequate precedents to remove Reynoso from office.

Lamnin recently pushed hard for Zacariah Oquenda, her campaign treasurer and the husband of April, to be named to the Hayward Planning Commission. This was despite protests about Zacariah Oquenda’s poor attendance record while serving on the city’s Community Services Committee. When it was again brought up last week that Oquenda attended only 60 percent of its meetings, Lamnin oddly defended him by falsely arguing the real number is 70 percent. By any measure, it’s a wholly inadequate attendance record.

But that’s how cronyism works. It’s sort of like, if you rub my back, I’ll rub yours. The only difference is the present and future state of Hayward lies in the balance. Need a visual? Travel to Foothill Boulevard and experience the monument to the city’s long history of cronyism and corruption. A freeway running through its downtown.

The most absurd aspect of some Hayward councilmembers attempting to meddle in the affairs of the school board is they have no business offering advice. There are worse school board in Alameda County, but when it comes to city councils, Hayward is squarely at the bottom of the list and its been there for years.

What exactly do you want? You have met with HR, your group and ONLY your group had meetings devoted to hear all of you out. There are SBDM trainings, SSC trainings, ELAC trainings, good people who have devoted their time to help you. Shall I list them, Araceli? You aren’t even coherent when you get up and speak.         • Orozco et al, has a distorted view of how school districts work, how funds are budgeted, how things are paid, etcetera etcetera ad nauseum. Even though these types of things have been explained to her, over and over again, she insists on parroting lame requests and grossly exaggerates whatever perceived wrongs the district has done to her. What she has is not courage. It is ENTITLEMENT. During the beginning of Distance Learning she kept insisting that the district pay parents for what they were doing at home with their children. Even though it was explained to her how and why this was unfeasible, she would still appear at board meetings or any other district meeting and rile the parents up about being remunerated. You have no idea how many times process, procedure and training has been explained to her. You have no idea how many courtesies she has been granted. It would behoove you to not speak on things you don’t know about. Unless there is a special need or education challenge, IT IS THE PARENTS FAULT that children aren’t reading at grade level. You can lead a horse to water….

          Tavarez is not the voice of the community. If he could be as transparent as he wants government to be you would see that he has been spoon fed “facts” about the district through Reynoso’s lens. Look this piece of trash article on Cronyism. Was it even accurate? Hardly. Araujo didn’t even make it to the top 3. Let us not forget he is best friends with Reynoso, who on more than one occasion proclaimed “All Lives Matter” in response to the public clamoring during last summer’s events.

Must be you because you were one of the parents begging or shall I say demanding that the district pay you money just because to do your duties as a parent that every parent is doing. No one was prepared for this pandemic. There was no playbook for this. We cannot blame the district because OUR CHILDREN ARE NOT RECLASSIFIED. Blame yourselves. When my son struggles with Algebra, I roll up my sleeves and watch Khan Academy videos with him. When there are tests, I take the time and review the materials. I am a very responsible father even though I work 60 hours a week. This is MY child and the teachers can only do so much. In other neighboring countries there are not hotspots given to kids, there aren’t meals distributes, chromebooks etcetera. What is wrong with you people????

  6. First, Tavares is a Bay Area treasure that does the work most “journalists” can’t or won’t do. Second, what happened to Reynoso was a coup because Oquenda and Wayne don’t like him. Only the AG can determine legalities of overlapping elected offices, follow the link and see item 21-101, the AG is nearing an opinion on a case similar to Reynoso’s in Imperial County. https://oag.ca.gov/opinions/monthly-report

    If he AG rules in favor of the official, watch Reynoso sue HUSD into oblivion, and rightfully so. The HUSD is poorly run and a couple of jackals serve on the board. Prada and Bufete seem to on the level, ethical, and competent, but Oquenda is clearly corrupt and Rawdon is simply out to lunch and out of his league.

  8. I’m writing this to defend my character, for my daughter, and my family, in response to the blog below:
    Our country is facing three major pandemics –COVID, racial reckoning, and misinformation. The lack of credibility behind these postings fuels the plague of misinformation. And spreading this kind of misinformation like this blog is damaging to our societal progress. We must call it out and stop the spread of misinformation.
    As a young woman of color, single mother, born and raised in Hayward, I should not be attacked for my years of service to my own community or for my title of consultant. Since opening my business in 2018, we’ve had many hallmarks—including electing one of the first women elected countywide in the East Bay, the first LGBTQIA elected in the Tri-Valley, and several young leaders of color across the Bay Area. My job helps me provide for my family while also serving my local community at large. I do not see the same treatment or criticism for any of the other consultants in the area and feel especially singled out as a young woman of color.
    For the record, I’m calling this blog post for what it is—trash reporting. Anyone supporting this kind of blogging should understand the inferences made here are unfounded and are such stretch that it touches libel and is a direct attack on my character. I will not be silenced and I will not be bullied. This kind of writing is WRONG, misleads the public, and harms our political discourse.
    This is the only thing I’m writing on this matter.

      You would have made an excellent board member. You would have brought a youth to the board that to this day would have been unparalleled. Imagine that. I am proud that you came on record and cleared up your name. I still fail to see how to council influenced the board to take any action with respect to your candidacy for the Board. But that’s Tavares–biased, muddled, unclear and spoon fed by Reynoso. I wouldn’t doubt that he consulted with Reynoso before he wrote this article.

      I am shocked that someone tried assembled this disproportionate web of allegations and tried to connect Crystal Araujo with it.  Even if they were true, insinuating that someone is somehow responsible for another within two degrees of separation, is completely ridiculous! Calling out councilmembers for endorsing school board candidates and vice versa is equally farcical- it’s exceedingly commonplace; I do not know of a single significant local candidate who hasn’t had such cross-endorsements!  I hope this rumor-mill of an article gets significantly edited & retracted through a thorough fact-check by someone not named Reynoso and is given a simple common sense check.

      I wish I could say the claim that Crystal Araujo, an established Hayward USD parent, 1st generation college student mentor, arts teacher, career and empowerment coach, and community services leader, “has no more experience in education than any of the rest of us” was simply a sloppy defamatory suggestion.  It isn’t.  This is the marginalization of a minority woman who doesn’t happen to be taken-for-granted white man who could coast by upon unoffending mediocrity (except that mediocrity should never be an acceptable standard for a school board member- our kids need far better to meet their educational needs).  She is a hard working young single mom who, despite everything, including this smear, remains an energetic,hopeful, progressive, brilliant leader. The best kind we can hope for. 

      This is a lazy mudslinging at a community organizer who empowers people, like her from backgrounds traditionally marginalized from American politics, every day.  I am relieved that she doesn’t get discouraged by this trash talk for more than day, because people like her are the ones who give me hope for democratic empowerment and social justice in California.

      Crystal Araujo would have been an outstanding Hayward USD trustee, was a well-deserved finalist who would have been a great voice for communities needing representation at the school board.  This isn’t her last stint in public service, though! As her star rises, hopefully the journalistic standards of East Bay Citizen will keep pace.

      There is a silver lining. I am thrilled that Gabriel Chaparro, a teacher and our ally in anti-racism, equity, and accessibility, was appointed as the HUSD replacement trustee.  He will do right by us.

I know if Maria would have been up there she would not ignore me. Reynoso never did ignore me or other parents when I called him on problems with the district and he got on it ASAP to fix it and it got fixed. I still remember years ago when a teacher made awful remarks about African Americans so I called Reynoso and he made sure that it got taken care of and it never happened again. This school board stole the election twice. Maria would have been the only mom with kids in the district. Sara Prada has kids in school but they go to a private school and she is very weak. Now there will be no one on the board that is strong and with kids in the district.

Has been vocal for years and is the one who has NOT changed her stance (students and parents), and regarding Reynoso, well he’s always bringing the rest of the board and Superintendant accountable for their actions. Better to be part of transparency and accountability than full of shit! So, thank you Reynoso for always holding people accountable.

  11. I hope Maria Del Carmen Espinoza runs again because this time I am going to be sure my church helps her. She almost got in along with Reynoso. We could not help too much because of the pandemic but we like how she thinks and stands her ground on fighting for what is right just like Reynoso. Oh, and Reynoso has done plenty that if you are not aware of it then you are not aware of the budget and contract shortcomings with the teachers union. The facts are when he read out the language of the contracts. Sounds like you need lessons on reading the agenda and the contracts in it. Reynoso has brought out to light even though he never had the votes to stop silly ripoff contracts that the board and HUSD wanted to award to their family and friends of the city. Thank you Dr. Reynoso for being so brave to fight the good fight and telling the people where the district is not doing its job. Ms Espinoza, I know your heart is in the right place and at the very least you have children IN THIS DISTRICT, but you need to discern what type of person Luis Reynoso is. He earned his Ph.D using the resources of the same district he tries to “expose”. He sat in the board office and used the computer, the internet and the printer, ink and paper to print and reprint his dissertation. Has he ever mentioned this? The district owes him nothing other than the stipend and the benefits outlined in agreement. This is man who feeds the public information in secret and panders to them when it is beneficial to him. You have no idea. Try to listen to him again with an open mind, not with the filter he has given you. I have faith in you Ms. Espinoza and I feel like with a little more evolution, you would be an amazing board member.

          In case you are wondering I am 1/2 Black and 1/2 Filipino and VERY proud of being mixed-race. After reading the articles from Mr. Steven Tavares I think Reynoso’s election was stolen. As another person mentioned above it is a fact that only the Attorney General of California is the only body that can question the validity of someone getting elected, and not a council or board. Only the Attorney General can approve the lawsuit so that a judge can approve the removal of the elected official. These articles have made me realized how glad I am to have moved out of Hayward 22 years ago and have my kids graduate from Fremont Unified. Way to go corrupt Hayward and all of you that support such corruption by stealing elections. Yes, Ms. Maria Del Carmen Espinoza should have been put on the board. The people are right that the corrupt HUSD board stole the election twice. We don’t have these problems in Fremont.

Good point on the insurrections because all of the BLM protests were nothing but violent insurrections and violent riots that burned down cities, businesses, schools, churches, government buildings, and destroyed statues. Many minority small businesses were destroyed by the Black Lives Matter insurrections that were really violent riots and violent insurrections. Look at all the cities that were burning from all the violent BLM riots in Seattle, Portland, Minneapolis, Rochester, Oakland, San Francisco, Los Angeles, and on and on… I support all people that say All Lives Matter.   12. I graduated from Tennyson High School and my kids will be attending this school in 3 years. Tennyson High has been uderserved by HUSD for decades and its time us parents organize and give our community a better education.
    A public school may convert to a charter school if the parents of at least 60% enrolled students or at least 60% of teachers agree and sign a petition.
    This will allow us to create our own Board Members. Our kids deserve a lot better than the below average education they are receiving at HUSD. Clayton Valley High School in Concord was successful in 2011.

    • I just watched a video of Reynoso questioning a contract and I saw no hate there at all but just very good questioning. All of this while the rest of the HUSD board has no clue what is going on. Too bad the city council in Hayward does not have someone like Reynoso.   16. Mr. Tavares very good follow-up reports on the corruption by the school board on stealing elections. I hope you keep us informed on what happens with such an awful school board of HUSD and its superintendent. I strongly suspect now that Dr. Reynoso has been pushed out that we are not going to know any more of the many things that are mismanaged and the poor affairs in public education in the Hayward school district. I had voted for Dr. Reynoso and Miss Espinoza after meeting both of them when they walked through my neighborhood. Both of these candidates are extremely nice, knowledgeable, and very strong. I am upset that Dr. Reynoso was voted out by the school board because he won 2 elections! It does not a surprise that he won so much because I and my wife enjoyed watching him putting pressure on the district to open the schools and eliminate so much waste and fraud in the business of the school district. My family and friends voted for him and Miss Espinoza, so that was 17 votes just in 2 homes by my neighborhood behind Costco. Since we are so close to Union City I will be sending my kids to New Haven Unified next year because the Hayward school board and its superintendent have stolen the election 2 times, just like people are saying here, and these so-called school board leaders and superintendent do not want the community to find out the many things they do wrong. If Dr. Reynoso did not qualify according to the superintendent and the school board then Miss Espinoza should have been appointed. She was the next in line so very close. I arrived here from Hong Kong in 1990 and all I have seen is how the teacher’s union gets more and more powerful controlling the superintendents and school board except they could not control Dr. Reynoso. We the community voted for him and we appreciated his fight for all kids and all the parents, even the parents that did not like him. There will never be another politician like him. I was at that meeting when he pushed back against the mob by saying that All Lives Matter. I too believe that All Lives Matter. The so-called Black Lives Movement is a very violent club bent on creating mayhem and deadly race riots. All of the elderly Asians that have been assaulted in Oakland and San Francisco have been by African Americans and the mainstream media is not reporting on it except SFGate. I do not understand why the Black Lives Matter movement gets so much praise when they are so violent and promote riots that destroy property and the lives of decent people. Black Lives Matter parents should be educating their kids not to be violent. Let’s all live in peace. Gong Hei Fat Choy to all.

    • Wow! Finally I am reading a comment that is absolutely respectful and so very accurate. You are right, Dr. Reynoso and Maria Del Carmen Espinoza would have made the perfect team to hold people accountable for their actions and definitely be transparent in their decisions. And you are right, Dr. Reynoso has been RE-ELECTED four times now because of his convictions! Although there is so much hate-mongering towards Dr. Reynoso, you have to admit he is an outstanding individual “who stands for what is right!” Unfortunately Maria Del Carmen Espinoza, is not on the board, but hopefully this new HUSD trustee will (Gabriel Chaparro) will speak up, and hold true to “what is right” and actually help our students.

  17. The most depressing thing is that the HUSD Board trustees actually ignored the will of the people and voted for who “THEY” thought was the right person. Even though the people voted for MARIA DEL CARMEN ESPINOZA, they ignored Us, the Hayward Community. What a sad moment for HUSD. First Reynoso and then Espinoza.
