East Bay City Council meeting highlights for the week of Oct. 21:

>>> OAKLAND CITY COUNCIL (Oct. 22, 5:30 p.m) – Item 11
MOM AND POP TAX BREAK  – Oakland Councilmember Noel Gallo’s proposal from last fall to offer small-time landlords a limited business tax exemption on gross receipt comes to the Finance and Management Committee meeting on Tuesday morning, 9 a.m, Item 11. Among the conditions for receiving the proposed exemption, residential landlords must have a “personal income of 100 percent of Area Median Income or less and rent out two or fewer rooms from their personal residence and/or the second unit from their owner-occupied ‘covered’ two-unit parcel.” Oakland has a flat business license tax rate on residential rentals of 1.395 percent of gross receipts… Council President Rebecca Kaplan is proposing a charter amendment to strengthen the powers of the Oakland Police Commission. If approved, it could be placed on the March 2020 ballot. The proposal comes before the Public Safety Committee Tuesday evening, 6 p.m, Item 3.

>>> SAN LEANDRO CITY COUNCIL (Oct. 21, 7 p.m.) – Item 10A
TONY B. SANTOS PARK – The City Council will move to rename Grover Cleveland Park on O’Donnell Avenue to honor former San Leandro Mayor Tony Santos, who passed away last February. Santos served one term as mayor and 18 total years on the City Council. As a councilmember, Santos was part of the effort to the build the same park, located near the Costco on Davis Street. AGENDA.

>>> BERKELEY CITY COUNCIL (Oct. 22, 6 p.m.)
SHORT-TERM RENTALS REPORT – Berkeley’s short-term rental ordinance, enacted in 2017, has generated $3 million in revenue, according to a staff report. The number of registered and approved short-term rental units in 382. Ninety-nine have been rejected. Tuesday night’s work session also includes a report on Census 2020 and Berkeley’s 2020 Vision equity in education initiative. AGENDA.

>>> TRI-CITIES 
UNION CITY will begin a discussion for renewing a soon-to-expire parcel tax for public safety at the Oct. 22 City Council meeting, 7 p.m. Union City voters have repeatedly renewed the parcel tax since 2004 and may be asked again in time for the March 2020 primary ballot. The current parcel tax is $158, but the ask by the city next March could be increased to $175 per 5,000 sq. ft. parcel, according to a staff report. AGENDA…  NEWARK will reconsider the possibility of joining the East Bay Community Energy Community at its Oct. 24 City Council meeting, 7:30 p.m. Newark declined an invitation to join the community choice aggregation consortium of 11 Alameda County cities in 2016.
