–PERALTA BALLPARK CONTROLS– “With the Oakland Athletics’ (Oakland A’s) recent announcement that their preferred location for a new Major League Baseball stadium is the Peralta Community College District administrative headquarters property at E. 7th Street and 5th Avenue on the east side of the Lake Merritt Channel, there are concerns within the nearby Chinatown and Eastlake neighborhoods that property owners and developers in the area may take speculative actions with nearby properties in ways that could result in the demolition of existing buildings, displacement of existing tenants and/or the removal of rental units from the market.”
–“To address these concerns, staff recommends that the City adopt a new interim zoning district overlay for the areas near the proposed location for the new Oakland A’s ballpark. The proposed new S-5 Zone is intended to help address the potential negative impacts of near-term land use proposals in the neighborhoods surrounding the potential ballpark location; and would be mapped in the area defined by Franklin Street to the west; 14th Street, Lake Merritt, and Foothill Boulevard to the north; 14th Avenue to the east; and Interstate 880 to the south. The proposed S-5 Zone map boundary would take in most of the Lake Merritt Station Area Plan area in Chinatown, as well as the Eastlake neighborhood area to the east.”

–STREET REHAB FUNDING– More than 5 centerline miles of Oakland roads will receive attention through an $8.4 The citywide rehab program encompasses 15 streets.

–ACLU & OAKLAND– Councilmember Abel Guillen requested an informational item on the Oakland PD and how its immigration policies are in line with the ACLU’s policies. Guillen, however, along with Councilmember Anne Campbell Washington, removed an another informational item on Tuesday night’s agenda dealing with the Aug. 16 raid by ICE agents in West Oakland.
–BODY-WORN CAMERAS– VIEVU LLC has won a $1.2 million contract to provide the Oakland PD with body-worn cameras, software and training. Most the OPD’s 775 body-worn cameras are models produced by VIEVU, albeit, older models.

CANNABIS ORDINANCE REDUX– On Oct. 30, the council made a number of changes to the proposed cannabis ordinance. Enough, in fact, to alter the ordinance in manner that requires a re-introduction. Two weeks ago, the council removed hours of operation from the ordinance, the word “armed” in relation to security guards, while adding language for workers’ compensation and labor agreements.
–CABARET LICENSES– Hayward wants to streamline the application process for cabaret licences by bypassing payments to the city’s Planning Commission. Instead, applicants would send fees directly the Hayward PD, which already is the final arbiter of whether the cabaret permit is approved.
–SAN LEANDRO– Council work session, Monday, Nov. 13, 7 p.m. [ENTIRE AGENDA HERE]
–AIRBNB WORK SESSION– A Monday night work session will delve into the city’s potential need for legislation to regulate “short-term” housing rental, better known as AirBNB rentals. The council will receive a staff report and take testimony from residents. Just how pervasive AirBNB rentals are in San Leandro is unknown, along with how much the city could be losing in potential tax revenue. Residential cities like San Leandro, according to the city staff report, tend to have limited demand for short-term rentals.
